Owners LLD Meeting Minutes - May 2, 2024
Call to Order – Scott Behiel: Called to order at 2:01
Approval of Previous Minutes: Approved
Financial – Dan: Budget submitted to COA, about $100k in reserves.
Landscaping - Steve W :
Issues with woodchips – we have too many, Steve W has plan to use all of it over next 2-3 months.
Also, big pile is smoking, fire marshal asked us to move it and split into smaller piles nearer project
sites. We need to rent something to move it.
Action: Steve W will take care of this before next meeting.
Weed control issues: Multiple comments, CLAD has done 3 treatments, rain has been a problem.
Action: Additional treatments will be made, Steve will inquire about the products being used for this.
Hand weeding of areas where grasses and weeds have grown into the planted areas will be done as
well, no timeline provided for this.
Pruning of Crepe Myrtles: Response to resident complaints (they aren’t being pruned as in the past)
from CLAD: pruning them isn’t recommended by arborists, ours have probably been over-pruned, and
we won’t continue to over-prune them. Will try to post info on our site about this.
Action: Steve W to provide Bill with documents to post or link to on website.
Planter restoration: Was not a top priority, and CLAD was not aware it was their responsibility. This is
clarified and a plan is in place to prune, weed, and replace shrubs as necessary. Also plan to
renovate planters near Greenhorn and Smith Flat. Restoration quote of $21.85k for entire job,
inclusive of labor, materials, replacement of irrigation system. Will break up the bid because the new
irrigation is separate, the rest is maintenance that is part of the CLAD contract. This plan was
approved.
New CLAD foreman, Todd. They are here 3 times a week, Steve W meets with them at least once a
week for guidance and status review.
Lots of weeds to be trimmed in many LLD areas, including some that were cleared last year. Will
become much more active now that rains are diminishing.
Electrical – Jim: Entrance lights/pedestals have been repaired and are now working.
Light poles: Lots of various colors and conditions in existing. On site fix is $2300/pole, if done in
groups of 5 it would be $1900/pole. Extra poles are supposed to be around, but haven’t yet been
found. If found they could be taken offsite and restored there, then take another set. This may not be
savings due to uninstall/reinstall costs and need for electrical work. Discussion about doing the 10
worst rusting ones each year for at least 3 years. Some discussion of scope, since original polling of
people did not support replacing these. However, we aren’t going to replace them – that is
prohibitively expensive. Maintenance of lighting does seem our responsibility.Action: Dan will discuss with COA whether we should start this year or defer to later years. Jim will
get a quote for a batch of 10 or so.
Action: Jim will check into restoring/creating the signs for The Seasons, requested by residents in
that area.
Water – Scott: Jim and Scott report that the COA and GHC have been notified about
our goal to have water flowing through the pond. No responses except to acknowledge what we’ve
requested based on the original 404. Lots of interest in the committee to do cleanup around the big
pond boundaries, and see if there is any response from COA or anyone else.
Actions: Steve W will get a quote to have the big masticator in to do the clearing. Scott will work to
get an update from Horizon, maybe a quote to update their report.
Sidewalks – Ray: Areas in most need of repair have been identified, there are eight
of them. All but 2 can be repaired by grinding down high spots. Price is $2100 to repair all of them.
This proposal was approved.
Action: Ray will schedule this work with the contractor asap.
Communications – Bill: See report.
Historical - Steve A: Items deferred due to Steve’s absence due to illness.
Governance – Peter: Nothing new to report.
Legal – Scott: See below.
New Business
- LLD – Gallery Interfaces: Gallery person did not attend. Steve W provided to him the
context of issues that were brought up by previous HOA president, mostly about lot line boundary
misunderstandings. Steve showed the previous HOA president the plot map for the development
showing their lots extending down to Greenhorn Creek road. We’ll update the new HOA president
about this when we can meet him.
- Trish Ford’s Trees: Scott says COA is handling. We should not respond to this when
residents inquire, just refer them to COA. We are not currently cited in the lawsuit and the
city would like it to stay that way. We concur, and whenever anyone on the LLD Committee
is contacted about this we will defer to COA.
- Action Log Process: Deferred discussion of this topic to next meeting.
