R. The Owners LLD Committee Meetings are open to all GHC Owners now. The agenda including venue will be posted on the LLD website www.greenhorncreeklld.com under the Committee Meetings tab ahead of each meeting. We welcome additional owners to join our efforts to implement the LLD charter and operations if you are motivated to help our committee improve our operations on behalf of our owners. Communications, IT, landscaping, project or financial management, and/or any other experience skills to provide additional depth to our team would be very helpful.

R. The communications subcommittee of our Owners LLD Committee will be monitoring the LLD website contacts and LLD email and will promptly acknowledge the request by return email or phone call if the owner wishes and provides a phone number. This subcommittee will maintain a tracking spreadsheet to show the status/resolution of valid owner requests that will be posted periodically on the LLD website.
R. The Committee Governance Policy Document (GPD) has been created by the Committee to specify the members and operations of the Committee. This document which will answer these questions can be found on the LLD website. Also, our first community letter stating our accomplishment to date has been issued and is available on our LLD website where future communications to owners will be posted.
R. Yes. This year, 2023, the Charter members are completing the setup of our Committee operations. We encourage additional participation by owners at all times. The GPD defines how elections will be held annually beginning for the 2024 calendar year. Thank you for your interest and support.
R. Our Committee reached a very positive agreement with the COA Administrator for our Committee to manage our own affairs following the authorized annual Engineer’s Report and under the fiscal administration of the COA. This is defined in the GPD elsewhere on this website. This bilaterally beneficial agreement continues to be dependent upon the successful, transparent management by our Committee, with your support.
R. Our committee, with COA administration, prepared requests for proposals for new contracts for these services which were posted on the COA public procurement portal in November 2022. We obtained three bids for each of these services in early December. Our Committee members held interviews as necessary with the bidders, and after full evaluation chose Hulises Avila for Landscaping services and Gold Electric for Electrical services. Both contractors meet the Engineer’s Report budget for the tasks defined. We are providing our input for the contracts being let by COA in January 2023.
R. Hulises is well known in our community for his proactive support for landowners. Until recently his efforts were self-guided. Our Committee maintenance manager is now meeting regularly with Hulises who is reporting on work priorities and responsible for work accomplished, issues resolution and near-term work planning.
R. Yes, it is LLD work to reduce the substantial water and landscaping costs for this strip. This is also important in anticipation of California water regulations due to projected drought conditions. As a result, the water has been turned off to the grass on this extensive median to minimize maintenance costs. A more efficient spike water supply will be added for the trees. The grass will be replaced with a very low maintenance and attractive ground cover yet to be selected by our Committee with community input. This replacement project, which will need to be within the Engineer’s Report budget, will be let out for a competitive bid by our Committee and the COA.
R. The Historical Conservation Subcommittee of our Committee is responsible for these important elements of our Engineer’s Report tasks and prepared a four year restoration budget which is included in that report. They obtained an important grant for 2023 from the Calaveras Community Foundation, sponsored by the Calaveras County Historical Society to assist in this work and defray some LLD costs. We encourage participation by owners in this protection of our heritage and beautification of our community..
R. Yes. Each Spring, through a similar manner where we interfaced with the City Engineer, Rebecca Neilon in 2021-2022. We have a five-year plan in the 2022-2023 Engineer’s Report and do not expect major alterations to this plan barring any unforeseen needs.
